cloth texture on carbon rails after sanding

Hi guys ,

I really need some advice , i am sanding a 5'7" epoxy with carbon rails and the cloth texture is showing up in patches along the rails.

i have only lightly sanded them and it still feels like there is hot coat over them so it is quite confusing .

not sure if i should put another coat on the rails i would love some advice as this is my first board .
